Bengals restricted by NCAA to two JC transfers?

Jay Heater said this in the ISJ this morning:

"One thing that does make sense for ISU is recruiting a kid who rings up five stars on the academic scales. For one thing, that’s going to help the university get square with big brother NCAA, which currently restricts the Bengals to two junior college transfers a season because those students are considered more risky."

I have never heard of this. This might explain why ISU hasn't signed more mid-year kids.

Can anyone shed more light on this?
