Bengals restricted by NCAA to two JC transfers?

I have never heard of this. This might explain why ISU hasn't signed more mid-year kids.

Can anyone shed more light on this?
 
Just confirmed that Heater is not correct...

The NCAA will not restrict the number of JC transfers that any institution can have. This is one of the components in ISU's "academic get well plan"that they submitted to the NCAA.

What it comes down to is this, ISU is being very picky about the kids they will commit or go after. Kids must score an 18 on the ACT and have a minimum GPA of 2.5 to be signed by Idaho State. ISU can admit a kid under "special circumstances"...but this is not likely to happen at all. ISU is headstrong on its commitment to improve the APR.

In the end, I expect ISU to make progress on APR. However, if they do not hit the 925 that is required, the NCAA may view the dedication to the academic improvement plan as positive progress and conceivably grant ISU an exception for showing drastic improvement.
