Perhaps I'm wrong, but I believe WSU is struggling a little bit to get quality applicants... which is something new for them.
Eastern has done great outreach to the Hispanic community and has long been the #1 university in Washington for first-generation college students. With the ever-expanding Latino immigrant population in Washington, that outreach is paying nice dividends.

There are several other reason enrollment is up, to include an increased on campus student living experience as well as higher retention rates across the board.
