I haven't seen anything official on this. It was widely rumored that Josh would sign with ISU back in Feb. However, a handful of kids that ISU was recruiting still had to meet the academic requirements to be able to be eligible for a scholarship to play at ISU.

This does not mean that Josh was not eligible by NCAA standards at all. Because of APR issues, Idaho State has enhanced the requirements needed for student athletes to be offered a scholarship to play at ISU. Typically, that meant that a kid did not achieve a high enough score on either the ACT or the SAT in the Math or English portions of the testing. Since this type of testing can be retaken, a number of kids have increased their scores on the test and they now meet the new requirements needed to play football for the Bengals.
