Be sure to read the commets after the article, a number of them are actually defending PSU and against U of O's presence in downtown Portland. It doesn't seem to be the most useful or efficient way of using state system of higher education resources. Upgrade Portland State before you add extension centers. Local politics, you gotta love it.

OUS needs to act only as if every university in OUS were named as part of the system (OUS-Portland, OUS-Eugene, OUS-Corvallis). That way, characters like Susan Weeks, whom we have the misfortune of having as a vice-chancellor, would not think in terms of providing advantage to a single unit of the OUS, but would be thinking about the welfare of the system as a whole.

I believe the best thing to do is to take the OUS-Eugene programs she has introduced into Portland and subsume them as part of the OUS-Portland university. All investment by OUS-Eugene are then forfeited by transfer, representing a transfer transaction cost to the OUS system as a whole.

UO has some good ideas, but the university is awfully self-centered within the OUS system, greedily at the expense of other units. They fail to remember they are a part of a whole and thus need to be reminded.

If UO wants $800 million from the State to become more autonomous, then OUS needs to request apportionment of the same amounts (proportional to student enrollment) for all OUS units also seeking autonomy from the legislature. Using the enrollment figures for this year, Oregon (23,389) would receive $800 million, Oregon State (23,761) would receive $813 million, and Portland State (28,522) would receive $976 million. Enrich the whole system and not just a single unit of it.
