This may be a response to young Mormans choosing to not go on missions after they have had a year in college and they become a bit more mature. If true, I'm sure that it will still be the choice of the young person, with the presure coming from parents and church leaders. I don't see why it would change recruiting, except that the coaches will want to know what a prospects mission plans would be a little sooner in the process. It may make it a little more risky if a prospect is going on a mission prior to ever enrolling in classes and getting some experience with the team. Top recruits shouldn't see any less interest. Lower D1 players may be needing the JC route a bit more.
