Okay, so, this is total conjecture on my part. The only announcement we have received about Kiko has come from his club team. The university, department, or team has not officially announced another signing. So at this moment, Kiko isn't necessarily on athletic scholarship at Weber State. He might be receiving some other type of financial assistance, but not necessarily one of the 13 scholarships.
We can all gather that Kiko was sought out, and has been brought in as a sort of band-aid in case Nzekwesi can't get his visa together for this upcoming season. I'm thinking that Nzekwesi should be able to get all of his international issues in line within a year. Best case scenario, hopefully by the end of the summer (funny how if Utah or BYU were having this same exact issue, amazingly the player would get his visa issues cleared up in a jiffy. Gotta love how our congressional representation fully represents and fights for all Utahans equally Ugh!), which would allow him to take his original spot. If that is the case then Kiko would only, presumably, be a walkon. They might like him enough to give him a scholarship for next season, which could turn out being a total win for the program and the players involved.
As of right now, there really aren't a lot of bigs being looked (recruited) at, and Kiko might be the solution to the problem. Yet, if Rahe and Co. waited a year they might not have been able to get him. So, instead the coaches needed to make a move to get him now, before he got recruited by higher programs and Weber lost its chance. Maybe that is the case or he is merely a band aid. He red shirts and is at a JC in year.
I'm not fully aware of Kiko's abilities. But from what we have been able to see. He is an agile big, who has a nice shooting touch, can handle the ball well, already speaks English, and can pass. He is, from his highlight film, very similar to the bigs Eastern currently has, but can he play defense in the post? The American game is a bruising affair inside and he will need to learn how to bang and be tough (Jois has always been a tough defender) if he wants to stay. A year as a Red Shirt would be amazing for Kiko.
