Looks like it to me
 
No possession of the football therefore the football is live. The officials would have overturned the call after play review but they had no evidence to overturn the call.

I'm not saying he was down, but definitely a forward lateral from #18 to #11.

he's my issue and its not about the outcome of the game I have other thoughts on that. but this play. for it to have happened where the play was allowed to stand the player 18 would have to have gotten up without the ball and then reached down and pick up the ball. that did not happen he was on his chest he got up with the ball which by rule ends the play. also he was touched by Tanner while down with the ball either way plays overs.
 
At first I agreed with UFTC, there was no possession. After getting a good recording of it downloaded, I agree with Eric. There had to be possession and control for #18 to have the ability to get the ball away from Tanner, get it in his hands, start the process of standing up, and then flicking it (forward lateral) to #11.
Down by contact AND forward lateral.

Either way, bring on Montana State! Let's be pissed and take it out on them.
...btw, great entertainment in the Dome, fun game and great effort against a ranked team!
