I think the closest Portland has come to the NFL is hosting an exhibition by the Seattle Seahawks---not an exhibition game---just an exhibition. Heck, the Seahawks do more for Cheney, WA and Spokane than they do for Portland. /users/31/07/37/smiles/793277.gif
I notice that Los Angeles seems to be in no hurry when it comes to there being an NFL team located there. Frankly, I think Los Angeles is better off without the NFL, opting instead for their glorious Greco-Roman tradition of college football---especially with the likes of Notre Dame, Michigan, Stanford, and other great national teams coming to town to play in either the Rose Bowl or the Colesium. The highlight game of the year, of course, being the USC-UCLA game. BTW, do they have a nickname for that game?
