who has the power to impact...

I've talked alot, over and over again, about my feelings on the impact of the dollar.
If you have direct knowledge and answers to these questions please respond.

Who can (has the power) to put money into the program for facility improvements? I understand that the money isn't there, but who can make it available? I'm talking about higher authorities. Not boosters and not Athletic Directors... outside of Holt Arena. Who or what can make this happen? Is it the President of the University? Is it the community legislation? Is it the State of Idaho? Is it...
 
The state of Idaho has a srict policy that it does not put money into athletic facilities, so your options for facilities upgrades are pretty much limited to raising private money. I know the ISU staff responsible for raising money are working hard to contact potential donors every day, but right now, other than Sylvia Papenberg who donated the family ranch, no one has stepped forward. Doesn't mean it can't happen, but as of now, it has not.

The mayors of Pocatello and Chubbuck took a gamble by putting a bond on the ballot to generate community support for upgrades, but the community spoke loud and clear on that one.
