Why so cold in Pocatello?

I am not talking about the weather. I mean the people. I am starting my 3rd semester here in a a couple weeks. Since moving here, I have found "outsiders" have ZERO rights in Pocatello, are treated rudely, victimized, and overall not considered humans. I have been to legal aid here and they are just like "we only do civil matters" to any issue I have. Are there no civil laws here? What laws are there?

Anyone from here nice enough to explain why you hate us "outsiders"?

Anyone not from here with similar experiences to share?

Any suggestions as to what can be done about these people in Pocatello? I mean, since there are no laws here, these people can be handled in a variety of different ways, right?
