It means he already knows where he's going and has agreed not negotiate with any other schools.

Hope these NBA players are going to invest in the program ($$), the way Bibby is investing in their kids.

If they invest in the program than we need to use the money to recruit players that are better than their sons. Nothing official on the Robinson kid, but it appears there is no program recruiting him. Five foot nine point guards are not in high demand.
