A's to Portland?

The Oakland A's deal with the city of Fremont has fell through. They are looking to move. Sac won't build an arena for the Kings, and they just elected a former NBA AS as mayor. So it is highly unlikely they will build a ballpark for the A's.

But could the city of Portland build a ballpark to attract the A's?
 
I think people forget about the Senate Bill that already enables the state to allocate up to about $150 million in funds from a new stadium. Sure, that probably covers less than half of the total cost of a new MLB facility, but MLB is big enough that the Portland City Council wouldn't have quite as much trouble getting things passed as they've had with the Beavers and Timbers.
