Assuming the information is accurate, my bet is ISU. Several schools have some "pros" and "cons", fiscal, long-term, etc... but I suspect this is an attempt at a short-term fiscal solution which will only lead to heartache and unemployment for any AD/Chancellor/President within the Big Sky.
One only need to look at the Pandora's Box of problems opened by President Bruce Shepard over at DII W. Washington to understand the political firestorm that results from using "football" as the scapegoat to resolve budget shortfalls. WWU has already received pledges to cover next season, and is well on the road to funding a $10M endowment to support the program for at least the next 5 years.

IMHO, solutions exist to manage the budgetary needs of programs like ISU (and SacState...another program mentioned), so attempts to summarily terminate the programs without thoroughly exploring/exhausting every reasonable alternative will only result in a "political" firestorm with administrators receiving a pink slip when the dust settles.
