Can theses coaches recruit players that will win games in the future? It did not happen with Kramer staff or his players he recruited. If you cannot recruit good players you are not going to win games as players play and coaches only coach and recruit. I would give Coach Phen and his staff a few more years to see what they can do. If they cannot win games than a change is needed.
