Can we get a return on punts and kickoffs

In my opinion, Michael Dean should start returning kickoffs and punts for potential TD’s as he has explosive speed. That maybe the difference in the final score. Why put him back there if he is only going to fair catch the punts and kickoffs most of the time? It is time for him to showcase his speed. The fans will start to Boo if he continues to fair catch the ball. What do you think?
