I would argue there have been enough bad calls against Eastern over the course of the season to say, with certainty, the Big Sky refs are incompetent--- they don't favor Eastern. No doubt, that targeting was a horrible call and a game-changing one. Go back and watch the Idaho game and note all the mystery calls in favor of Idaho (ever seen a field goal split the uprights and be called no good, while the replay team was out of the booth for an unexplained reason, so it couldn't be reviewed?). You'll understand this shit hopefully balances out to some degree over a season.

Eastern has been jobbed in Missoula several times. Hell, everyone in the conference has been jobbed in Missoula at least once. At this point, I think it's safe to say Big Sky refs appear to be cheating, but it's only because they're so bad at their jobs every team feels screwed after a game.

As for targeting, the application of this rule is so random that it's time to get rid of this rule altogether. Several years in, and we still have no idea what targeting is and is not. The premise of advocating for player safety is noble, but it's gone so far beyond that and has no consistent application... it just detracts from the games. Change the rule so it only applies to "headhunting," where a player goes to the head of an upright, standing opponent. That's what it was supposed to be at the rule's inception, and has been bastardized into something totally different.
