Fair Catches in SF game

I do not think returning punt returns is a risk If the punt returner sets himself up first to catch and take off before the defender gets to him. The only risk is fumbling the ball and that can occur also on a fair catch. If the risk is about keeping their best players healthy than it is best not to play them as football is a contact sport.
