Coach Jeff Tedford announced Martin's decision Tuesday.
With 11 sacks and five forced fumbles last season, Martin was ranked among the nation's top outside linebackers by www.scout.com.
Martin, an Oakland native who finished high school in Aurora, Colo., said there are too many distractions for him in the Bay Area.
