$9M in scholarships? Good guess but no cigar.
One extra year of 561 scholarship athletes times about $15k per year in room, board, per diems, travel, etc. alone is $8.4M. No-doubt DOF and CSU budgeting methodology is run amuck with worst case scenarios where money gets moved around all year long, but from what I've read, the COVID year is the single biggest factor in athletic budget increases at the CSUs. Already hearing complaints about budgets and living within our means with those kids starting to come off the books.

The Athletic department doesn't get a discount on scholarships. It is one of the hardest things to understand for the average fan. They think the kids go to school "for free" or are "written off" --- no. The Athletic Department has to pay the money...

So I think for the extra Covid year, we can chalk up a million or so for it...

The rest, well, Plane fuel was more expensive and our teams fly everywhere in the Big Sky. Football team travel size went up because of the newer NCAA rules that allows us to bring more players. As strange as this sounds, I'm guessing the additional cost of commercial air and the charters where we have to buy fuel would account for another 2-3 million.

Plans and renderings of the Well/Gym (not calling it an arena) and the Football improvements would have fallen on that budget year too in theory. Those aren't cheap. Environmental impact studies for the football stadium would be required to poor anything with real footings (unlike the temporary bleachers we've had on top of the ground for almost 30 years which is a scary thought when you really think about it).

I think those are pretty good starts.
