I've worked in Higher Ed for 19 years (not currently at EWU). Higher Ed as a whole is seeing a drastic drop in enrollments due to two main reasons. 1.) This generation is a lot smaller than the Millenial generation so there are a lot less students now. 2.) This generation is leary of student loan debt so fewer are going to school as a result. Of the ones going to 4 year schools, many are choosing online programs. Tech schools are also seeing a bump in enrollment as the trades are re-emerging as a career choice. Fewer students plus more options=less enrollment. EWU has been the school of choice over CWU and WWU for the last two decades. If the other schools have rallied and are growing, then it's because they have captured a trend that EWU is behind on. I haven't looked at the numbers and trends so can't offer an informed opinion.
The current budget shortfall is 3.6 million. In 2009, EWU faced a 26 million dollar shortfall and overcame that. This is a very minor budget crisis and has more to do with EWU not being able to sustain it's reserves if business continues as it always has. (source BOT budget presentations that can be found online.) This too shall pass as long as the Administration reacts to it. The firings of two upper level administrators last year that were involved in recruiting and retention tells me they are reacting.
Dr. Cullinan is good at communicating a vision, but most of her vision is to make EWU culturally diverse and the school of choice for first generation students. All worthy goals, but Athletics is an area that I don't think she understands well beyone the front porch to the university concept. However, our AD is doing an amazing job of getting Dr. Cullinan involved in fundraising and special events. I've seen her go get the President and walk her out to events and such that were beyond the President's comfort zone. Lynn is amazing and we are lucky to have her.
The school I am currently at is also having to reexamine how they are doing business. People got lulled into a sense of stability and then the market demanded a rather rapid change. Many are scrambling to get back on top of things.
