I'm pretty sure in order to be considered to try-out/walk-on one must first speak with the coaches. As far as having to be invited/recruited, such is not the case, rather it is dependent upon the coaches seeing the prospect as a legitimate fit for the program. And I assume anyone willing to go through the hassle of walking-on knows something of the demands of playing football for PSU ie commitment, academic success, athletic ability, etc. Basically, BE REALISTIC IN YOUR ATTEMPT. It is not too late to try-out to make the team, but unfortunately most or all scholarships were finalized during/after spring ball. Hope this answers your question and then some.
