Our schedule changed somewhat with the big expansion last year. That reduced our OOC opportunities, and forced us to schedule OOC games in-conference. That is likely to change in the future with this new rule allowing FBS/FCS/D-II games to "count" for playoff purposes (see the applicable thread at CS.com).
Given that, I pose the following questions:

What pre-conference rivals would you like to see continue? What new rivalries would you like to see develop in the non-conference schedule i.e. what opponents would you like to see the Hornets play regularly? Who do you see being Sac State's biggest conference rival?
 
UC Davis is the only current Sac State rival.

Chico State used to be a big rival with students at both schools knowing each other. But those days are long gone since Chico dropped football.

Perhaps some OOC potential rivalries can be developed on a yearly basis with

San Jose State
Fresno State
and
San Diego State

Will not happen any time soon but would be amazing to see the Spartans, Bulldogs and Aztecs come to Hornet Stadium Bet the stadium would be full to capacity if that ever happens
 
I won't mention a certain defunct geographic rivalry that always seems to grate on some around here. (Hee hee).

But, seriously, I think two schools qualify. We fought really hard to get Cal Poly back on the schedule. For the last twenty years or so, that game has ALWAYS gotten butts in the seats (if not to the degree of Causeway) and has ALWAYS proven to be a good game. Another candidate would be Weber State. Those games, too, have been tough over the last couple of decades.

Getting near that point would be Portland State.

Of course, that's just MY opinion. I want to hear more....
