The way I understood it was that we were allotted 60-someodd schollies and 85 total players at the FCS level, as opposed to 85 schollies and over 100 total at the FBS level. That explains why I got to redshirt at UOP, but didn't get any love at Sac. The numbers crunch was too much for no-talent me....
