Transfer Portal Rules Changing

Two thousand FBS players hit the portal this off-season. The NCAA is trying to curb that by restricting the allowable reasons for multiple transfers. Players can avoid sanctions with an old school sit-out, and graduation seems to be part of the new rules, similar to the old 4-2-4 rule.
