Oregon has been nailed in recent years for strength of schedule at times when it could really matter.
Both Pac-10 schools only dip into the Big Sky these days when another game on the schedule falls through. Since these things are usually negotiated years in advance, it's not that easy to rearrange schedules simply to accomodate Portland State, though I do believe both Oregon and Oregon State have made that accomodation in the last few years.
