No the RPI isn't relevant to the seedings.
The seedings no one has a clue; its based on the commitee's decision. Interestingly Big Sky commish Doug Fullerton is on the committee.
Last yr PSU finished 2nd in the regular season and won the conf tourney and was a 13 seed. They finished with an 11-5 record but 23-10 overall. WSU went to the NIT and finished 21-10 while going 15-1 in conf.
If you win the big sky and host but dont make the NCAA tourney you automatically get in the NIT. IF you win the conf tourney regardless of who you are your automatically in the NCAA tourney.

2000: NAU 11-5 3rd in big sky; 20-11; 15 seed. UM NIT
1999: WSU 13-3; 25-8; 14 seed and beat the other UNC - North Carolina. Lost to FL in OT

I think a big sky team is automatic for between a 12-16 seed. I think PSU got the 16 seed the yr bfore because they had never made it before. Then got more respect in 09 or maybe because they beat ranked Gonzaga.
I don't knwo about the toher schools but here are WSU's seeds and i think the seeding started in 1979.

The Sky used to be a stronger bball conference Ill have to look up when was the last time the sky had better than a 12 seed.
If UNC was to replicate its OOC in conf play and go say 13-3 and win the conf tourney you'd be 27-6. I'd guess a 12 seed for that. In 2003 when WSU was a 12 seed we went 16-0 including the conf tourney which is 2 more games. We had a 17 game winning streak giong to the big dance. The depressing part of the Big Sky is had we lost the conf tourney we'd have gone to the NIT no matter what. Not that last season was much diff after going 15-1 in conf play.
