Is he saying that a gay guy must be his best player in order to get playing time?
Does this mean that he will only allow at the most one gay guy to start?
Would a player who is not gay get a start in a position over a gay guy if that gay guy was not his best player but better than the aforementioned non-gay guy?

And, what does this mean?
"If this program becomes important to the guy running the restaurant down in the Pearl District, we'll be successful."

Wow! You read a lot into that comment.. I took the comment that the best guy plays, or the best player at any given position plays. So regardless of sexual identity the best player plays.

On the restaurant comment-- It simply is a metaphor for getting the city and the community involved...It made perfect sense to me.. Clearer now? It's not all about winning, some of it is about creating an identity and making PSU the cities team..

He's saying the best players get the playing time. "Gay" is not an issue.

No, he's saying that he starts the best player regardless.

No, he would start his best player. If the gay guy were better than the aforementioned non-gay guy, the gay guy would be preferred in the depth chart to the aforementioned non-gay guy.

He's saying if he can make the program relevant so a guy in any particular part of Portland (e.g. the Pearl District, Lents, Brooklyn, etc. ) so that he will start to care about the Vikings' fortunes and the program becomes relevant and important to him, then he will have considered he and his staff as doing a successful job.
