Like I said, who you play and how you play them has to be taken into consideration. McNeese State is not as bad as their 2-4 record. Their 4 losses have been to good teams. They play very well against the #4 FCS team and gave the #6 FBS team a good game.
I would buy into the 'good loss' theory a bit more, Stang, if McNeese had a good win. they have beat a lousy Northwestern State team, and squeeked by Lamar in their first game after a 21-year hiatus from football. With Weber having a bad year, Sac doesn't have a signature win yet. Davis beat a lousy San Jose State, and South Dakota, who beat a lousy Minnesota team. Its hard to rank the bottom half of the top 30 (or so) early in the season, because of the disparity of OOC schedules. that being said, I think McNeese is riding on their past reputation.
