The simple and most honest answer is that money never existed. It's all smoke and mirrors to try to get fan interest and money. Doesn't seem to be working. NIL is contingent upon PAC. My guess is sharing the burden of the $5M puts skin in the game for everyone to make this happen.
Speculation on social media is that Dr. Wood's call with Charlie Baker was to finalize approval of an exemption and Indy run in FBS for 2-3 years before going to the PAC or MWC. This would mean a road heavy FBS schedule essentially acting as game check mercenaries while our new stadium is built. In fact, it might let them demo and build faster if we only have 4-6 home games in total over two years (could play at Hughes, or Sutter Health park after baseball season....
