I have to chime in a bit on these gender inequity reports - it is against the law to pay women less than men (and vice versa). Haven't you heard of the Civil Rights act and the Lilly Ledbetter law?
So why is it that women in Utah (and the country in general) get paid less than men? Once in a while it is gender discrimination, but the vast majority of the time it is because of the career choices that men and women make (and corresponding family choices). Women tend to focus more on their family and will take time off for maternity leave, to stay home with children, etc. They may turn down promotions because they don't want to detract from their family life. Men tend to focus much more on their career and thus earn more. I think this dynamic is much more pronounced in Utah.
Another factor is that women tend to go into careers that pay less - teaching, nursing, human services, etc. Men tend to go into engineering, computer science, business administration, etc. In the end, most of the differences between men's and women's pay is because of choices women make and not discrimination. In fact, some studies show that women may actually get paid more in some professions because of affirmative action issues.
