"Woodward Stadium, Eastern Washington University’s current football stadium, was originally constructed in 1967 with a seating capacity of only 5000. Over the years additional seats have been placed along the east side line and south end zone boosting its capacity to approximately 8500. Our games have sold out for most if not all of the past 15 seasons and in recent years have reached near record levels of attendance. When playing games against teams that are relatively short driving distances from Cheney (Montana, Montana State and Idaho) additional bleacher seats are borrowed from the nearby rodeo grounds and placed around the stadium, boosting the capacity to over 10,000.
In 2004 a new press box and donor suite building was constructed above the west bleachers providing indoor viewing suites for coaching staff, TV and radio crews, members of the press, and over 100 major donors to the Athletics fund. All suites were purchased and filled before the facility opened and there has been a waiting list for new suites every year since.
Recognizing the need to improve the stadium and capitalize on the football program’s popularity, two studies were undertaken. The first study conducted in 2012 resulted in the proposal to construct a large facility situated between the east side line and Washington Street providing 9000 open-air seats, indoor luxury suites for over 500 fans, football operations and locker facilities, meeting rooms and event center, and retail space. At a cost of over $70,000,000 it was deemed unfeasible to pursue funding for.
A second study was undertaken in 2016 that resulted in plans to remodel the existing facility increasing the number of open-air seats to 15,000. By expanding the existing press box building and relocating the TV and press functions to above the new bleachers on the east side line, the number of interior viewing suites were expanded to accommodate 600 fans. The study was documented in a PowerPoint presentation that showed how it could be accomplished through the construction of 16 separate projects, each undertaken depending upon the level of fundraising success.
The selected consultant will be tasked with evaluating the 2016 study. The University is interested not only in developing plans that result in the current vision, but in learning of other opportunities that have not yet been considered. It is, however, important to the University that the project be designed such that it can be executed in phases depending upon the level of funding that can be raised. Pre-design services are to be completed by December 21, 2018 and shall include the development of an overall architectural/functional plan, a phased construction schedule, cost estimates for each phase, and conceptual 3-D drawings and animation of each phase to be used for fund raising. Follow-on design services for any and all construction phases will be negotiated later as they will be dependent upon the success of fundraising efforts."
