Actually no, The oddsmakers in Vegas do not care about the skill levels of any team. They only care about balance. Balance of bettors in each side. Apparently there are far more NDSU bettors at this point so the line is heavily in their favor. As more EWU bettors place money down, due to what seems like a "good bet", the line will go more towards the middle.
